Add C++ Solution for 3534. Path Existence Queries in a Graph II

This PR adds a C++ solution for the hard-level graph problem 3534. Path Existence Queries in a Graph II.

The approach leverages binary lifting to efficiently compute minimum distances in a constrained unweighted graph derived from absolute value differences. This technique allows us to answer up to 10^5 queries within time limits.

Performance:

• Runtime: 148 ms
• Memory Usage: 341.28 MB

The solution is fully optimized for both preprocessing and query response time.
