Prebuild Reconciliation Loop

To ensure that there are always prebuilt workspaces available when desired, we need to introduce a reconciliation component, which periodically creates or deletes prebuilt workspaces. It must determine the state of each prebuild and compare it to the desired state specified by each template version. Based on the difference between the found and desired state, it must remove prebuilds or create new ones.
